World cotton mill use increased from 18.6 million tons in 1998-99 to 26.7 million in 2007-08 but since then, it is getting lower and this season it has been forecast at 23.2 million tons, the International Cotton Advisory Committee revealed in a statement on Wednesday.
The mill use in 2011-12 is estimated at 22.7 million tons, it said.
